Councillors Welcome Progress to Reduce Street-Lighting Costs & Save Energy

>> 11 December 2016

Aberdeenshire Council is working to reduce the cost of street-lighting by moving to new low-energy LED lanterns. Nearly 10% of the street lights across the council area are now LED.

This year’s lighting program has reduced the council’s energy consumption so far by 420,000kwh, leading to savings in council taxpayers’ money which can support other vital local services.

Chair of the Infrastructure Services Committee Cllr David Aitchison (SNP-Westhill & District) said:

"We have over 44,000 street lights in Aberdeenshire and we are working to convert them to LED. Current predictions are that we expect to reduce our energy consumption by 45% which will result in a significant financial saving in future years."

Vice-Chair Cllr Graeme Clark (SNP-Stonehaven & District) added:

“Aberdeenshire Council are taking steps to cut energy costs and meet carbon reduction targets by their use of LED street lights. This has been a difficult budget to trim but LEDs use less electricity and last longer than sodium street lights.”

Action to Tackle Increase in Underage Tobacco Sales in Aberdeenshire

>> 17 October 2016

The number of undercover enforcement visits to local shops will increase this year, after a “disappointing” rise in non-compliance with tobacco sales laws. In percentage terms, the number of retailers in the area who sold tobacco to children during enforcement activity by Trading Standards officers increased last year.

Local authorities have a duty to work under the Tobacco and Primary Medical Services (Scotland) Act 2010 to prevent the sale of tobacco to children. This involves investigating complaints about alleged offences and taking measures to reduce the number of offences.

The law prohibits the sale of cigarettes to under-18s and buying cigarettes on their behalf. It also requires the registration of tobacco retailers and includes a ban on tobacco displays in all premises selling related products.

Scottish Trading Standards services are working with the Scottish Government to increase enforcement activity to help reduce availability to young people.

In the year up to March 2016, officers in Aberdeenshire conducted 12 test purchase visits throughout the area using 16-year-old volunteers.

A total of 4 sales were made, 33% of the test purchases, resulting in warning letters being issued to retailers and their staff, with follow up visits to be made.

The previous year, 64 test purchases were carried out, resulting in 5 sales (7.8%).

Chair of Aberdeenshire Council’s Infrastructure Services Committee Cllr David Aitchison, said:

“These figures show a disappointing increase and so more visits will be carried out in the coming year to emphasise the importance of taking adequate steps to prevent tobacco sales to young people taking place.

“Good progress had been made in the previous two years, so we hope our planned enforcement activity will help to return to a more positive position.

“Ultimately the aim here is to reduce the number of young people who smoke and we need retailers to understand why that’s important and get behind it.”

Vice-chair Cllr Graeme Clark added:

“We have to work together as a community, enforcing national legislation locally so that we support efforts to prevent young people from taking up smoking. This is an important issue.

“Selling cigarettes to young people purely to make a profit at the expense of their health cannot be condoned and I’m glad the vast majority of local retailers are taking that message onboard.”

Trading Standards staff carried out 71 visits to tobacco retailers over the last year to inspect premises and provide help and advice on complying with legislation. Advice was issued to ten found not to be displaying statutory notices regarding underage sales. This is a 5% increase on the previous year.

Following a campaign launched in March 2012 in conjunction with Aberdeen City and Moray councils to highlight the issue of illegal tobacco sales, 19 reports were received during the year providing information about alleged sales of counterfeit cigarettes.

Several of these were in relation to the same premises and further action is being pursued against the business.

In addition, monitoring of social media sites identified 15 potentially illegal tobacco traders in and around Aberdeenshire – appropriate action is being pursued.

At a recent meeting, members of Aberdeenshire Council’s Infrastructure Services Committee agreed a continued programme of enforcement and advice for the coming year, including further test-purchasing by 16-year-olds.

Activity will also include inspections of premises where tobacco is sold and surveillance of premises where complaints or other intelligence indicates tobacco products may be being illegally sold, including the use of social media sites.

This year the trading standards team will also try to raise awareness of the legislation as it applies to purchases of tobacco products by and for under-18s at and around schools and further education institutions.

SNP Councillor Comments on AWPR Progress

>> 29 January 2015

Commenting at today’s meeting of Aberdeenshire Council’s Infrastructure Services Committee, SNP Group Transport spokesperson and Stonehaven & Lower Deeside council Graeme Clark said:

“At long last we now have details of the long-awaited Aberdeen Western Peripheral Route.

“After all the years of delay and court cases, we now know the cost of the project, but more importantly, we know that work will be completed in the winter of 2017. We also learn that because the final agreement with Aberdeen Roads Limited has been driven down by £220 million, both Aberdeenshire and Aberdeen City councils will need to find £10 million less each. This is an excellent cost-saving.

“The scheme is estimated to bring around £6 billion worth of benefits and 14,000 jobs to the North-east economy.

“After suffering all these years of traffic hold-ups, the North-east public can now look forward to this much-needed infrastructure improvement.”

Stonehaven SNP Councillor Welcomes Bervie Braes Road Re-Opening

>> 18 April 2013

Stonehaven and Lower Deeside SNP Councillor Graeme Clark has welcomed a decision to re-open the Bervie Braes Road during the summer months.

The decision to re-open the road, which has been closed to vehicles following a landslip in 2009, was taken by members of Aberdeenshire Council's Policy and Resources Committee today (Thursday 18 April 2013) after they considered a number of options for the future of the route.

Speaking after the meeting, Cllr Clark said that while he would have preferred the road to be open all year and closed in the event of heavy rain, he welcomed the decision to reopen the road and to revisit the situation after October.

Earlier, Cllr Clark's SNP Colleague, North Kincardine Councillor Alastair Bews, moved that a full review of the impact of the first year of reopening the road should be carried out, with a view to opening the road to vehicular traffic permanently. His recommendation was accepted by administration councillors.

“The Bervie Braes road is important for local tourism", said Cllr Clark. "While I'd have preferred a year-round opening, I'm hopeful that the partial re-opening we will see this year can lead to a permanent reopening in the future.”

Under the new scheme, the road will open during summer months (April to October), with a weight limit of three tonnes, a 20mph speed limit and a one-way system running from Dunnottar Castle into Stonehaven. Barriers will also be installed as an added safety measure on the road running down Bervie Braes.

SNP Councillors Press for Stonehaven Flood Resiliance

>> 1 March 2013

SNP councillors have sought assurances that action will be taken sooner than later to repair the recent damage caused by flooding in Stonehaven.

Today’s meeting of Aberdeenshire Council’s Policy & Resources Committee considered a report on the recent storm damage in the Kincardineshire town and the public meeting held there last month.

The meeting heard that the council will work to secure a Flood Protection Order and will work with the Stonehaven Flood Action Group on six options to build flood resiliance in the town. A new Principal Engineer post would be created to concentrate on flood issues with a view to taking forward proposals.

Stonehaven & Lower Deeside SNP councillor Graeme Clark commented:

“It’s really important to get these resilience measures in place as soon as possible. An awful lot of folk suffered a huge amount of damage to their homes and properties during the recent floods and I don’t want people to have to endure that yet again.

“This is a good start and I welcome the attention being paid to the issue, but time is of the essence if we are to prevent yet another repeat of the flooding which affected Stonehaven.”

Stonehaven Councillor Makes Budget Call for Flood Defences

>> 19 February 2013

Speaking during the budget debate at the meeting of Aberdeenshire Council on Thursday, Stonehaven & Lower Deeside SNP Councillor Graeme Clark said:

“Stonehaven has gone through enough and residents need to be reassured that agencies – including the council – are listening.

“The Alliance Budget put nothing aside for flood defences. However, the SNP group made a priority of people who have been forced out of their homes.

“Insurance companies also need the reassurance that flood defences will be built before they will insure residents. I have spoken to homeowners in my ward that either can't get insurance or have huge excesses as a result of the flooding.

“Residents and insurers need to be assured that something is going to be done soon.”

STONEHAVEN COUNCILLOR WELCOMES BERVIE BRAES COMMITMENT FROM SCOTTISH GOVERNMENT

>> 19 March 2010

Stonehaven & Lower Deeside SNP councillor Graeme Clark has welcomed the announcement from Finance Secretary John Swinney that the Scottish Government will contribute £2million towards stabilisation works at the Bervie Braes, where over 60 properties are at risk from landslides.

Commenting, Councillor Clark said:

"I very much welcome the speedy response from John Swinney on this matter. I was delighted that Mr Swinney took time out of his busy schedule to visit the Bervie Braes personally to see the situation at first hand. He promised a swift response and now, less than three weeks later, he has been true to his word.

"This situation at the Bervie Braes has been ongoing for over 15 years and I am pleased that it is the SNP Government which has taken action on behalf of my constituents. The Transport Scotland engineers who assessed the braes have a wealth of experience in such matters and have carried out such works before, notably on the A9 at Dunkeld and also the Rest-and-Be-Thankful road."

Announcing the commitment, Finance Secretary John Swinney said:

"On a recent visit to Bervie Braes, I was struck by the scale of the problems that residents have experienced and I very much sympathise with the difficulties they have faced.

"I asked Transport Scotland to look at what options were available to address the situation and am now acting on their advice, putting in place the funding that will allow this vital stabilisation work to go ahead.

"I'm pleased to be able to provide reassurance that these works will bring about the much-needed long-term solution to the problems at Bervie Braes, protecting local residents and homeowners from further landslips."
